24th – 26th January 2013: Port of call for French Navy vessel L'Adroit

The French Navy vessel L'Adroit will call at Limassol between the 24th and the 26th of January 2013.

The OPV (off-shore patrol vessel) L'Adroit was officially made available to the French Navy and has been built on a self-funded basis by DCNS. The L'Adroit provides numerous of innovative and unrivalled capabilities designed specifically for maritime security (presentation DCNS).

Presentation DCNS :

This new generation vessel carries all the prevention and action assets necessary for surveillance and policing tasks at sea: fast boats for commandos, assault and transport helicopters, unmanned surveillance vehicles (UAVs).

The L'Adroit comprises a specific architecture. With an overall length of 87 meters and breadth of 13 meters, the L'Adroit offers a three weeks' endurance, a range of 8000 nautical miles and a top speed of 21 knots.

Operational expectations were fully taken into account with an integrated mast and a panoramic bridge located fifteen meters above sea-level which offers a 360° view and allows the crew to control the ship and manage effective deployment of air and surface means of action.

The ship's surveillance capabilities also rely on the communication suite enabling the L'Adroit to interact with all types of commercial vessels and military networks.

However, one of the key innovations lies in the unique system of sloping ramps which allow RIBs (rigid inflatable boats) to be launched and retrieved quickly from the L'Adroit's quarterdeck.

France and Germany celebrate 50th Anniversary of Elysée Treaty on Franco - German Cooperation

Tomorrow, on 22 January 2013, it will be exactly 50 years since the Élysée Treaty was signed in Paris in 1963 by Germany's Federal Chancellor Konrad Adenauer and France's President Charles de Gaulle. Both countries are marking the anniversary with a Franco-German Year and numerous commemorative events. The German Parliament and the French Assemblée Nationale will hold a joint session in Berlin tomorrow to then pass a joint resolution.

In a joint statement, the Ambassador of Germany, Dr. Gabriela Guellil, and the Ambassador of the French Republic, Jean-Luc Florent, declared in Nicosia (21 January):

“50 years of the Élysée Treaty means 50 years of Franco-German friendship. And it means 50 years of Franco-German cooperation for the European idea. Today more than ever, in trying times for Europe, the anniversary reminds us of how divisions can be overcome, of how enemies can become friends. Yet more importantly, it reminds us of the importance not to get lost in the past but to look into the future – and to shape it together.”

Germany and France work closely together in Europe as well as other parts of the world. A host of projects taking place worldwide in the course of the Franco-German Year demonstrate the spirit of Franco-German cooperation. A main focus hat always been to connect the younger generations.

In Nicosia, the French and German embassies, with the support of the Goethe-Institut and the Institut Français, are holding a joint reception for representatives of public life, the Cypriot civil society as well as for the French and German communities – at the Goethe-Institut in the UN buffer zone. A French-German political conference on Europe is planned in Cyprus in the course of the year.

United States – Shooting in a school in Connecticut (December 14, 2012)

TEN FRENCH companies dealing with the oil and gas industry are coming to Cyprus next week to meet with Cypriot companies and officials.

The delegation will be in Nicosia on December 4 and 5, having been jointly organised by the French agency for export promotion, UBIFRANCE, the French Embassy in Cyprus, the French Oil and Gas Suppliers Council (GEP-AFTP), the French-Cypriot business association, the Cyprus Chamber of Commerce (KEVE) and the President of the French Council on Foreign Trade, with support from Air France-KLM. During the two-day mission, ten companies with expertise and practical experience in the field of oil and gas will share their knowledge to professionals, institutions and significant players in the hydrocarbons sector in Cyprus. The aim of the delegation is to engage in constructive exchanges between businesses of the two countries and enhance cooperation between French and Cypriot companies within the framework of developing gas exploitation in Europe's new zone of hydrocarbon deposits.

The French companies and groups taking part are: Boccard, Bourbon, Bureau Veritas, Cathie Associates, CX Sas Plus, DCNS, Iteco Oilfield Supply, Spie Oil & Gas, Thales, and GEP AFTP.

A presentation of their expertise is scheduled for December 5 in the morning at the Chamber of Commerce of Nicosia, with the opportunity to meet their representatives upon individual appointments.

Founder of Cyprus Stop Trafficking Commander in the National Order of Merit

France's Ambassador to Cyprus, Mr. Jean-Luc FLORENT, during a reception at the Residence of France on November 21, 2012 bestowed the insignia of Commander in the National Order of Merit upon Mrs Androula HENRIQUES, President of the Cypriot Association Cyprus Stop Trafficking.
The appointment of Androula HENRIQUES, at the rank of Commander in the National Order of Merit honors her action and that of the association Cyprus Stop Trafficking conducted since 2007 in helping victims of human trafficking in Cyprus.

The Cyprus First Lady, Mrs. Elsi Christofias, particularly sensitive to the problem of trafficking in human beings, and Eleni MAVROU, Interior Minister attended the ceremony.

The National Order of Merit is a French order which was established December 3, 1963 by General de Gaulle. It recognizes the distinguished merits, both military or civilian, rendered to the French nation.

2012 Human Rights Prize of the French Republic

The 2012 Human Rights Prize of the French Republic, “Liberty, Equality, Fraternity”, to be presented by the Prime Minister of the French government, is now open to applications. This prize, created in 1988, is awarded for individual or collective action on the ground, irrespective of nationality or borders, undertaken in France or abroad, with respect to one of two themes.

1 – Non-governmental organizations, irrespective of nationality or borders, should present a field mission or project undertaken in France or abroad in 2012 concerning one of two themes.

Theme 1: the fight against impunity

Ten years after the Rome Statute entered into force, the year 2012 was marked by the first sentence passed by the International Criminal Court (ICC) and welcomed as a key development in the fight against impunity. Important rulings have been handed down by other courts, such as the Special Court for Sierra Leone and the Extraordinary Chambers in the Courts of Cambodia (ECCC). Such progress in the fight against impunity of the most serious violations of human rights should not conceal what remains to be done to combat persistent serious human rights violations.

The creation of new United Nations mechanisms for the protection of human rights, such as the mandate for a Special Rapporteur on the promotion of truth, justice, reparation and guarantees of nonrecurrence, are part of the international community's efforts to achieve an effectiveness that is as yet only too relative. They recently supplemented existing mechanisms on extrajudicial executions, enforced disappearance, arbitrary detention, independence of judges and lawyers, and on torture and other cruel, inhuman and degrading treatment or punishment, all of which issues relate to the fight against impunity.

France has been combating impunity for a long time now and has made it a priority focus of its foreign policy. The aim of the Human Rights Prize of the French Republic this year is to commend the key role of civil society in the awareness and accompaniment of victims in the exercise of their rights, particularly in situations of political transition. The inalienable right to the truth, the right to justice, the right to reparation and guarantees of non-recurrence of violations are at stake.

Prize-winning projects may focus on advocacy actions aimed at publicizing resources for combating impunity and training public and civil society actors; on actions for mobilization around reforms that are crucially important to the fight against impunity; on the accompaniment of victims as part of or in parallel with judicial proceedings; and on support for transitional justice mechanisms and the compilation of archives on violations of human rights. These are not the sole avenues for action.

Theme 2: Economic and social rights and sustainable development

The Rio Declaration adopted in 1992 following the United Nations Conference on Environment and Development proposed an integrated approach to economic development, social development and environmental protection and insisted on the eradication of poverty as an indispensable requirement for sustainable development. The affirmation in the Rio Declaration that human rights are central to sustainable development has constantly guided the international community's reflections since then.

In the run-up to the Rio+20 Conference, a number of voices were heard calling for the inclusion of international human rights standards and principles in its final document and for solid accountability mechanisms enabling their implementation. The United Nations Committee on Economic, Social and Cultural Rights recalled the close links between social development and the rights set out in the International Covenant, and the United Nations Human Rights Council has established a new procedure for the appointment of an independent expert on the issue of human rights obligations relating to the enjoyment of a safe, clean, healthy and sustainable environment.

In a context of widespread poverty, environmental deterioration and climate change, and three years ahead of the deadline set for achieving the Millennium Development Goals, a vast number of organizations are mobilizing in support of the right to a safe and healthy environment, the right to food, the right to drinking water supply and sanitation, the right to access to health care, the right to housing, the right to education and the right to social protection. Prize-winning projects may focus on advocacy actions in support of integrating human rights into development policies, on actions aimed at supporting the participation of populations, and on actions that fully incorporate economic, social and cultural rights and take account of the living realities of people most exposed to environmental risks and hazards.

2 - Five prize winners will share a total award of €75,000 granted by the Prime Minister. A special mention will be conferred on the five runners-up. Applications must comply with the prize regulations. The prize regulations are available upon request, and can also be found online at www.cncdh.fr

3 - The application form in French must include : a) an application letter presented and signed by the president or legal representative of the operating NGO;

b) an application stating in detail the aim and description of the work undertaken or project submitted. It must include a precise budget (with an equivalent sum shown, preferably in euros);

c) a presentation of the operating NGO (status, work conducted, etc.); and

d) the address and bank details of the NGO.

This meeting was aiming at developing a tight concertation between France and Cyprus in the framework of the Cypriot Presidency of the EU, that started on the 1st of July.

The two Ministers prepared the next meetings ahead (FAC and GAC council on 23-24 July, ECOFIN Council on 9 October and JHA Council on 19 September) and reviewed all issues addressed within the EU during this semester, with a particular emphasis on the measures needed to strenghten the integration and solidarity within the eurozone and those taken to promote growth in Europe, as well as the relationship with the southern neighborhood of the EU.
